Government prepares interim framework as Coalition Bill faces delays

The government is preparing an interim framework even if the Coalition Bill, which addresses municipal governance, is not passed before the upcoming Local Government Elections. Civil society groups, such as My Vote Counts, have cautioned against hastily processing the bill, arguing that it could undermine public participation, which is a constitutional obligation.

Rebone Tau, a political commentator, notes that coalition governments often lead to instability in service delivery. The bill was previously introduced in Parliament in August, but its passage has been delayed due to the complexities inherent in coalition governments. Parliament's Portfolio Committee on Co-operative Governance and Traditional Affairs acknowledges these challenges, stating that rushing the bill would be impractical.

Deputy Minister Dickson Masemola explains that time is running short, with the 4th of November fast approaching, hence the need for alternative, legal and administrative measures to provide guidance to political parties when they form coalitions. In the absence of a specific coalition act, these measures would ensure a semblance of order, preventing a chaotic situation.
