Farmers use 'empty planting' schemes to obtain subsidies
In Estonia, vegetable cultivation has multiplied several times in just a couple of years, but some farmers sow crops only to receive subsidies and have no intention of harvesting them. Such scheming, however, leaves real farmers in trouble.
