Tech Bros and the Trump Administration Are Building an AI Empire—In the Philippines

In recent months, the White House has demonstrated a strong belief in artificial intelligence (AI) technology, despite growing concerns from experts in the field. This confidence is evident in the administration's recent investment in a high-level, private gathering called Pax Silica, which aims to secure control of the AI infrastructure pipeline by acquiring the necessary raw materials, particularly rare earth minerals.

The initiative, led by the U.S. Undersecretary of State for Economic Growth, Energy, and the Environment, Jacob Helberg, involves 24 countries, including the United States, Australia, Israel, Japan, South Korea, Singapore, and the United Kingdom. The goal is to make America the "arsenal of AI" in the 21st century, thereby limiting the influence of adversaries, primarily China, which currently controls about 80% of rare-earth refining and 70% of lithium-ion battery production.

A key aspect of the Pax Silica project is a 4,000-acre economic security zone in New Clark City, Philippines. The location, within the Luzon Economic Corridor, offers strategic advantages, such as proximity to the country's vast reserves of nickel, cobalt, and copper, essential minerals for AI infrastructure. The U.S. government is offering substantial tax incentives, including up to seven years of tax-free status and 20 years of reduced taxes, along with 99-year land leases and expedited regulatory approvals.

The U.S. State Department is acting as a business development agency for American tech and defense firms to establish a significant presence in the zone. The development is expected to create "endless jobs" in the Philippines, attracting companies with tax advantages and 99-year land leases. Despite the privacy of some details regarding the companies involved, the project demonstrates the Trump administration's strong commitment to advancing AI technology and asserting control over the global AI infrastructure.
