NA body informed: Civil servants’ asset declarations to be made public by the year-end

ISLAMABAD: The government plans to partially disclose civil servants' asset declarations by the end of December 2026 to align with the International Monetary Fund's (IMF) specifications, according to Finance Secretary Imdad Ullah Bosal. This disclosure was announced during a meeting with the National Assembly Standing Committee on Finance and Revenue, chaired by Syed Naveed Qamar.

However, committee members expressed concerns about the move, questioning why public officials' assets should be disclosed when politicians, including the President and Prime Minister of Pakistan, already have their assets made public. Bosal clarified that a significant amount of technical work was carried out by the Establishment Division and Federal Board of Revenue (FBR) on this matter.

The FBR will subsequently evaluate the data and report to the Establishment Division, which would then have the authority to take disciplinary action if any discrepancies are identified. The government aims to digitize the income and assets declaration process for all federal civil servants in BS-17 and above, replacing the current manual submission system with an online platform hosted by the FBR.

The declarations will undergo risk-based verification, and only non-sensitive information will be made public. Officers in BS-17 and above are required to submit their declarations through the dedicated FBR portal, doa.fbr.gov.pk, by October 30, 2026. To create an account, officers must provide their personal email address, mobile number, and CNIC to their Cadre Administrator, who will then forward the details to the FBR.

After receiving the account creation notification, officers can activate their accounts using their CNIC and generate a password. Once logged in, officers will find a "Declaration" option on the FBR portal, which will guide them through entering the necessary information. The submitted data will then undergo risk-based verification checks by the FBR, and selected non-sensitive sections of the declarations will be published on the FBR website for public information.

Officers will have the opportunity to review the information proposed for publication before final submission, while maintaining privacy considerations. The Establishment Division has emphasized the importance of accuracy and completeness in the information submitted, warning that any misstatement, concealment, or non-submission could result in disciplinary action under the Civil Servants Act, 1973, and Rule 12 of the Civil Servants (Conduct) Rules, 2026.

Officers must file their declarations within the prescribed deadline, with the option to rectify errors on the portal up to November 30, 2026, subject to approval or authorization from their Cadre Administrator.
