Govt Won’t Fully Disclose Civil Servants’ Assets

The government's stance on not fully disclosing the assets of federal civil servants stems from security considerations, with only select information being published by December in compliance with the International Monetary Fund (IMF) requirements. Finance Secretary Imdadullah Bosal addressed the National Assembly Standing Committee on Finance and Revenue regarding this decision.

The issue has drawn criticism from parliamentarians who questioned why civil servants should not be obligated to publicly disclose their entire assets, given that politicians, including the president and prime minister, are mandated to do so. Bosal did not directly address these objections but emphasized that the Establishment Division and Federal Board of Revenue (FBR) have conducted thorough technical work on the mechanism.

Under the revised system, the FBR will evaluate civil servants' asset declarations and inform the Establishment Division, which has the power to take disciplinary action if inconsistencies are detected. Civil servants will be required to declare their assets under specified guidelines, but these declarations will not be published in their entirety.

The government has commenced the digitization of income and asset declarations for all federal civil servants holding BS-17 and higher ranks, transitioning from the manual submission process to an FBR online portal. Risk-based verification will be applied to the declarations, with a selection of non-sensitive information made publicly available.

The Finance Ministry has also published an office memorandum outlining the digitization process under Section 15-A of the Civil Servants Act, 1973. The Establishment Division, working alongside the FBR, has established a digital system for the submission, verification, and publication of income and asset declarations per the provisions of the Civil Servants (Conduct) Rules, 2026.

Federal officers in BS-17 and above must submit their income and asset declarations for the fiscal year 2025-26 via the FBR portal, with a deadline of October 30, 2026, in line with Rule 12(6) of the Civil Servants (Conduct) Rules, 2026. To establish their accounts, officers need to supply their name, designation, personal email address, mobile number, and CNIC to their cadre administrator, who will then forward this information to the FBR.

Officers will receive notifications regarding account creation via email, SMS, or other prescribed means. After activating their accounts using their CNIC and a one-time password, they can access the "Declaration" option on the portal to fill in the necessary information through a series of screens based on guidelines provided by the Establishment Division.

Upon submission, the data will undergo risk-based verification by the FBR, which will subsequently inform the relevant cadre administrator. Officers will be permitted to rectify any errors on the portal until November 30, 2026, provided approval or authorization is obtained from the relevant cadre administrator.
