Ecosystem Roundup: Seoul tops AI implementation as Singapore joins the global top tier

San Francisco and New York still dominate The Observer's inaugural AI Cities Index, but a more telling trend emerges in the East and Southeast Asia region. Six of the top 10 AI cities globally are located in this area, with Seoul emerging as the clear leader for AI implementation. This is due to years of investment in digital infrastructure, a cluster centered around Samsung Electronics and SK Hynix, and a city committee that assists SMEs in adopting AI technologies they otherwise could not afford.

Singapore ranks fifth for implementation, demonstrating that even smaller markets can outperform when policy, talent, and enterprise adoption align. The index also reveals that the performance gap between Chinese and US models has narrowed to just 2.7%, down from 31.6% in 2023. For larger markets in the region, this highlights a crucial lesson: rather than merely seeking another Silicon Valley, they require city-level clusters equipped with talent, cloud capacity, and patient capital to move AI beyond pilot projects. Singapore is currently the only city in the region already in the top tier.
