Dubai records 2,395 construction and occupancy breaches after more than 16,000 inspections

The Dubai Municipality has identified 2,395 breaches related to unauthorized construction, occupancy, and building use in residential areas, following more than 16,000 inspections since early 2026. Of these breaches, 451 have been completely resolved, while 1,478 are currently undergoing corrective measures. The Municipality has taken disciplinary action in 466 instances and remains vigilant in monitoring outstanding breaches to ensure timely resolution.

During its extensive inspection program, which involved over 800 visits to Al Warqa residential areas, the Municipality uncovered several prominent infractions. These include bachelor accommodation in areas where such occupancy is prohibited, multiple families residing in a single residential unit, and construction or alterations carried out without the required permits.

The inspections are part of a daily monitoring program designed to identify breaches early, facilitate prompt corrective action, and enhance compliance among property owners and occupants. The program also addresses practices that could impact residents' safety, building integrity, and the overall quality of the residential environment.

Eng Maryam Al Muhairi, the chief executive of the Building Regulation and Permits Agency at Dubai Municipality, emphasized the importance of adhering to approved uses for residential buildings and villas. Owners are prohibited from renting to bachelors or multiple families in areas where such occupancy is restricted. Additionally, owners must obtain necessary permits and approvals before undertaking any construction or alterations, including activities such as non-structural wall demolition, installing kitchen windows or serving hatches, relocating internal partitions, converting closed kitchens into open ones, and other internal layout modifications.

These measures are aimed at ensuring structural safety, regulating the use of residential properties, and limiting practices that could affect the character and quality of residential neighborhoods. Dubai Municipality has urged community members to report non-compliant practices through official channels, as public reporting supports inspections and enables faster responses, thereby contributing to safer, well-regulated residential areas across the emirate.
