Tse calls for stronger dog owner responsibility

Environment Secretary Tse Chin-wan emphasized the seriousness of owning a dog, urging potential owners to carefully consider the commitment before bringing one home. This came as there was growing concern over stray dogs, following a tragic incident where a woman was fatally attacked in Yuen Long. Speaking on a radio program, Tse highlighted the need for stricter penalties and deterrence measures for dog owners, alongside enhanced public education efforts.

He stressed that the primary cause of stray dogs is abandonment, and by addressing this issue at its source and actively working to capture stray dogs, the problem could be eradicated. At a Legislative Council meeting, Security Secretary Chris Tang announced that additional CCTVs had been installed near the site of the Yuen Long attack.

These cameras feature thermal detection capabilities, allowing authorities to identify the presence of dogs, even during nighttime when they are not visible to the human eye. This technology would enable officers from the Agriculture, Fisheries and Conservation Department to act more swiftly in such situations.
