New Labour Codes To Simplify Compliance, Expand Social Security For Workers

New Delhi, September 24, 2026: The recently introduced Labour Codes signal a shift in regulatory approach towards collaboration between government, industry, and workers, according to senior officials and experts. Chandra Bhushan Kumar, Secretary of the Ministry of Labour and Employment, emphasized simplification of compliance, improved employment linkages, and enhanced social security.

Kumar explained that the new framework consolidates laws, reduces provisions, digitizes compliance, uses e-portals, and ensures uniformity in wage definitions. The goal is to extend social protection to gig, platform, and unorganized workers by connecting welfare schemes through digital platforms. Kumar also highlighted ongoing awareness and training in 316 districts, aiming to prepare state labor machinery and master trainers.

Most states have already pre-published their rules, and the ministry is working on finalizing the state-level rule-making process while clarifying floor wages and other implementation details. Strengthening the link between employment, skills, and job opportunities is crucial, according to Kumar, who mentioned the National Career Service and integration of employment and skilling databases.

Dr Ranjeet Mehta, CEO and Secretary General of PHDCCI, noted that India's modern labor ecosystem could serve as a benchmark for the Global South as it aims to strengthen and future-proof workplaces, especially for MSMEs that form the backbone of the Indian economy.
