In the ongoing environmental governance in Lagos, the next phase may hinge more on the active involvement of communities rather than mere government directives. Studies have shown that rapid urbanization and land-use changes in neighborhoods like Ajegunle-Ikorodu and Amuwo-Odofin have significantly heightened climate-related risks, including flooding and heat stress.

These communities, however, possess invaluable local knowledge about their environments, which can inform and improve environmental policies. This knowledge should be integrated into decision-making processes rather than ignored or dismissed. In Amuwo-Odofin, the ministry has already begun promoting awareness programs linking waste disposal with flood prevention and public health, recognizing that community engagement is crucial.

However, the relationship between government and communities should be reciprocal, with residents providing feedback and input on government initiatives. Communities are already acting as an extensive environmental monitoring network, often identifying issues before authorities respond. To foster true community ownership of environmental issues, Lagos could establish environmental focal points within neighborhood associations, connect residents to relevant agencies digitally, and create community environmental scorecards to measure performance transparently.

This approach would shift the focus from mere slogans to tangible accountability, ensuring that environmental policies are not just imposed but rooted in the communities they aim to serve.
