UUCA replacement Bill expected to be tabled in December, says Zambry

KUALA LUMPUR, Sept 23 — The Higher Education Minister, Datuk Seri Dr Zambry Abd Kadir, has revealed that the first reading of the Bill to replace the Universities and University Colleges Act (AUKU) is anticipated to be introduced in the Dewan Rakyat during the month of December. Dr Zambry informed that the ministry is diligently engaged in extensive consultations with various stakeholders to ensure that the proposed legislation fully encompasses the national higher education system.

He expressed optimism about the possibility of having the first reading during the December parliamentary sitting, although he emphasized that the process would require comprehensive engagement. Dr Zambry clarified that the draft Bill is not solely concerned with student autonomy; it also encompasses aspects of administrative structure, university governance, and academic facets.

The AUKU consists of 44 sections, with seven sections addressing student-related matters, and the remaining sections deal with university establishment, governance, academics, and other related subjects. During the latest round of consultations, Dr Zambry engaged with the Parliamentary Special Select Committee, seeking feedback from both government and opposition representatives.

In terms of Budget 2027, Dr Zambry expressed his anticipation of securing a larger allocation for the Malaysian Higher Education Development Plan to bolster the nation's higher education system.
