SBU detains Russian agent preparing terrorist attack in central Rivne

The Ukrainian Security Service (SBU) thwarted a terrorist plot in central Rivne, apprehending a Russian agent who was preparing to detonate an explosive device near a government building. The perpetrator had planted the improvised explosive device (IED) in a trash can, informing his Russian handler via a messaging app. Plans called for remote detonation during rush hour to maximize civilian casualties and destabilize Ukraine's border region.

SBU agents intercepted the plot and seized the IED before it could be activated. The would-be terrorist was detained fleeing the scene. The enemy had recruited the agent through a local delivery service, using it as a cover to scout potential attack locations throughout the city. He communicated with his Russian handler about his findings and later provided them with the coordinates of the hidden cache.

The agent's phone contained evidence of his espionage activities, including reconnaissance photos and messages with the Russian operative. The SBU has charged the individual with attempted terrorist action under specific Ukrainian criminal statutes, holding him without bail and facing up to 12 years in prison. Authorities are also investigating whether his actions rise to the level of high treason.
