The largest city in the Americas draws much of its water from one reservoir network, and a rule written after the 2015 crisis fixes how much it may take each month. On 22 September the Cantareira system stood at 40.6 percent - six tenths of a point above the line. The reading that settles October is taken on Wednesday.
