Legal experts have warned that the conflict in Negeri Sembilan can be classified as a constitutional crisis, citing the failure of the system to provide clear solutions. Bastian Pius Vendargon, a constitutional lawyer, noted the stark differences in the positions taken by the Yang Di Pertuan Besar, the Chief Minister, the State Assembly, and the four Yang Di Pertuans.

Aziz Bari, another constitutional expert, emphasized that all parties involved seem to be relying on the provisions of the state's constitution to defend their own interests. Although the State Court of Appeal usually has the final say, it lacks the power to enforce its decisions, turning it into a mere advisor issuing advisory opinions without legal force.

On September 17, the State Law Commission rejected a proposal to remove Tuanku Muhriz Tuanku Munawir as Yang Di Pertuan Besar, and the State Assembly's subsequent decision to uphold the dismissal has been dismissed as ineffective. On September 20, Tuanku Muhriz canceled the appointment of ten State Assembly members, citing their breach of their oath of office.

The following day, Prime Minister Anwar Ibrahim was allowed to meet with Tuanku Muhriz. Aziz Bari suggested that the Conference of Rulers convene a special session to resolve the constitutional crisis, warning that the crisis touches upon a crucial matter in the institution of the state. He argued that the constitutional institution of Negeri Sembilan is meant to function as a stabilizing power, and when factions within it conflict, they can become the cause of instability.

Aziz recommended the Conference of Rulers convene a special session to address the crisis, stating that referring the matter to the Federal Court, as permitted by Article 34(3) of the State Constitution, could provide a timely solution.
