Nicotine pouch regulation changes not being considered: health minister

Health Minister Marjorie Michel has stated that she is not considering changes to the regulations surrounding nicotine pouches, despite concerns from tobacco control groups. Health Canada currently regulates nicotine pouches as a smoking cessation aid and restricts their sale to adults only. They must be kept behind the counter at pharmacies and are not permitted for recreational use.

Only one brand, Zonnic, has been approved for sale since 2024, with flavors restricted to deter children. Advertising campaigns by Unsmoke Canada, funded by Philip Morris International, argue for allowing pouches to be sold in retail stores to combat the illicit market. However, Michel remains firm on this stance. She acknowledges the issue of the illicit market, citing studies that show tobacco products like Zyn are reaching Canadian youth despite regulations.

Critics argue that the government's enforcement efforts are insufficient, thereby weakening regulations and providing an opportunity for industry exploitation. Tobacco industry lobbying efforts have reportedly reached the Prime Minister's Office, with opposition parties also pushing for regulation changes. Health experts warn that increasing the accessibility of nicotine pouches could make the product more appealing to young Canadians.
