Negeri Sembilan deadlock a constitutional crisis, say experts

Constitutional lawyers and experts have described the current impasse in Negeri Sembilan as a constitutional crisis, highlighting the system's inability to reach a clear resolution. The deadlock stems from conflicts between the state ruler, the chief minister, and the executive council, as well as disagreements among the four Undangs.

Aziz Bari, a constitutional law expert, noted that all parties are utilizing constitutional provisions to protect their interests, but the Dewan Keadilan dan Undang (Supreme Court) lacks the necessary powers to enforce its decisions, making it merely an authority to issue declarations without any punitive impact.

The Attorney-General's Chambers recently rejected a proclamation aimed at removing the state ruler, Tuanku Muhriz, and the state executive council's subsequent affirmation of this action. Despite this, Tuanku Muhriz revoked the appointments of 10 executive council members, citing breaches of their oaths.

Bastian Pius Vendargon, a constitutional lawyer, suggested that the Conference of Rulers convene a special meeting to resolve the crisis, emphasizing that the monarchy, intended as a stabilizing force, has become a pawn in a game. Vendargon also pointed to Article 34 of the Negeri Sembilan Constitution, which allows constitutional questions to be referred to the Federal Court for adjudication, as a potential pathway to resolution.
