MCMC Finalising Rules For Cross-Border E-Commerce Platforms

The Malaysian Communications and Multimedia Commission (MCMC) is collaborating with the Domestic Trade and Cost of Living Ministry (KPDN), Finance Ministry (MOF), and Customs Department to finalize the regulatory framework for cross-border e-commerce platforms. The framework aims to establish clearer rules while ensuring a fairer playing field for local businesses.

Deputy Communications Minister Teo Nie Ching revealed that MCMC possesses the authority under Malaysia's current legal framework to license e-commerce platforms. However, it is awaiting the specific terms and conditions that will dictate the licensing process from the involved ministries. Teo confirmed that MCMC is prepared to move forward once the framework and necessary instructions are established.

Discussions with KPDN and MoF are ongoing, as the commission is involved due to its existing licensing powers. The regulatory effort is not targeted at a specific platform like China’s Pinduoduo, but aims to level the playing field for all e-commerce platforms while safeguarding Malaysian consumers. MCMC will work with relevant authorities on product safety and compliance, with enforcement of individual product standards falling under the respective product category's governing agency.
