IEBC to introduce diaspora voting: How the system will work

The Independent Electoral and Boundaries Commission (IEBC) aims to allow Kenyan citizens living abroad to vote electronically, targeting the introduction of diaspora e-voting in the coming years, according to IEBC Vice Chairperson Fahima Abdallah Arafat. During a meeting with Kenyans in the diaspora in New York on September 23, 2026, Arafat explained that the commission is exploring technological solutions to enable Kenyans overseas to participate in elections without traveling to Kenyan diplomatic missions.

While the existing law restricts elections to Kenyan soil, the team is collaborating with various institutions to implement the necessary changes. Arafat expressed hope that, if permitted, the commission could achieve electronic voting for Kenyans in the diaspora before the IEBC's term ends in 2031. Currently, Kenyans living abroad can register and vote in countries where IEBC has established arrangements, typically involving a Kenyan embassy, high commission, or consulate.

The commission has recently expanded the number of countries eligible for diaspora voter registration and voting for the 2027 General Election from 12 to 26. The proposed system would eventually allow eligible Kenyans living abroad to cast their ballots electronically. IEBC Commissioner Alutalala Mukhwana stated that population considerations would be taken into account when determining additional countries for diaspora voter registration.

While the move signifies a shift towards greater technological involvement in diaspora voting, electronic diaspora voting will not be available in the 2027 General Election, with the immediate focus on expanding physical voting centers and ongoing efforts towards a future electronic system.
