In 1992, South Korea and Taiwan ceased their diplomatic missions in each other's capitals after South Korea redirected its diplomatic recognition from Taiwan to China. North Korean athletes subsequently attended the 14th Asian Games in Busan, South Korea's largest port city, in 2002. In 2010, South Korean President Lee Myung-bak and Chinese President Hu Jintao convened a bilateral summit during the U.N.

General Assembly in New York to explore potential avenues for North Korea's return to nuclear denuclearization talks and to devise strategies to tackle Pyongyang's nuclear predicament. That same year, South Korea successfully secured a seat on the International Atomic Energy Agency (IAEA)'s executive board, joining a group of nations that included Cuba, Mexico, and Italy.

Tragedy struck in 2020 when a 47-year-old South Korean fisheries official disappeared while assigned to an inspection boat near Yeonpyeong Island, leading to an investigation into allegations that he may have ended up in North Korean territory. The USS Ronald Reagan, a nuclear-powered vessel, made its first joint drills with the South Korean Navy near the peninsula in five years when it docked in Busan in 2022.

This move was part of Seoul and Washington's concerted efforts to bolster deterrence against emerging North Korean military threats.
