Senate uncovers fresh crisis in Kilifi as sand mining and land disputes spark probe

The Senate has launched an investigation into environmental compliance, sand harvesting, and land disputes at Mnarani Jetty in Kilifi County, according to the Senate Standing Committee on Lands, Environment and Natural Resources led by Kilifi Senator Mohamed Faki. The committee's fact-finding mission on September 21 focused on mining activities, environmental compliance, and disputes over public land and facilities.

The committee's visit addressed concerns raised by residents about the impact of sand harvesting on livelihoods and the environment, including students dropping out of school to participate in sand harvesting. The committee questioned the licensing process for sand harvesting activities and how operators are authorized. The committee invited government agencies and stakeholders to explain the licensing process and address community concerns.

The probe comes as part of a Senate initiative to bring parliamentary oversight closer to residents. The committee also inspected Krystalline Salt Limited, which operates salt-production facilities in Magarini, assessing environmental compliance and examining the sustainability of its solar evaporation and crystallisation process, which is affected by weather conditions and seasonality.

Additionally, the committee examined a dispute over the ownership and use of Mnarani Jetty between the Kenya Forest Service and the Kenya Ports Authority, with both agencies holding competing licences issued for the facility. The committee directed all relevant stakeholders to appear before them within 14 days to provide documents and explanations regarding the ownership, licensing, and use of the jetty.
