Reports of petroleum levy being 'central point' in IMF programme are 'misleading': finance ministry

The finance ministry has clarified that the petrol development levy (PDL) is not the central point of Pakistan's ongoing program with the International Monetary Fund (IMF). Reports suggest otherwise, but the ministry asserts that the program's fiscal strategy encompasses a broader range of measures. These include expanding the tax base, rationalising expenditures, and provincial taxation, among other things.

The ministry also disputes the claim that the PDL is a central condition of the program, noting that the document does not prescribe a fixed rate for the levy and that the programme includes explicit details on petroleum pricing adjustments. The ministry emphasizes that the PDL is just one of several revenue instruments, and that describing it as the program's centerpiece overstates its importance.
