He believes these companies can treat lawsuits and fines as a cost of doing business, as the financial gains from questionable practices can outweigh the eventual penalties—an issue he calls "enforcement arbitrage." Cuban advocates for a tri-partisan commission to establish regulations and guardrails for large healthcare companies, aiming to prevent them from exploiting these loopholes and profiting from risky behaviors.
