Kelvin Kong replaces Andrew Kan as director of the police Department for Safeguarding National Security

Kelvin Kong has been appointed as the head of Hong Kong's Police Department for Safeguarding National Security, succeeding Andrew Kan who has retired. Chief Executive John Lee officiated the appointment on Tuesday, September 22, 2026. Lee praised Kong's exemplary commitment to service and leadership in the National Security Department, emphasizing Kong's crucial role in safeguarding national security.

Kong, 54, has served with the Hong Kong Police Force for three decades, focusing primarily on the Security Wing. Promoted to Senior Superintendent in 2015 and Chief Superintendent in 2018, Kong has been involved in various security operations, VIP protection, intelligence work, and liaison related to security issues. He became a Director of National Security in 2023.

Kong remains under US sanctions for his role in implementing the national security law, which were not lifted in July. This law, inserted by Beijing in June 2020, criminalized subversion, secession, collusion with foreign forces, and terrorist acts, broadening police powers and leading to numerous arrests. Kong has been recognized with the Silver Bauhinia Star, Police Distinguished Service Medal, and Police Meritorious Service Medal.
