Civo plots 40 edge datacenters to power Britain's sovereign AI

UK cloud company Civo intends to construct 40 edge datacenters to deliver sovereign AI services nearer to customers, with the first facility set to open in Hertfordshire by March 2027. The ultimate objective is to amass 1 GW of capacity throughout the nation, utilizing Nvidia Vera Rubin NVL72 systems to power AI applications from UK-owned locations.

The Hertfordshire site is projected to launch with 8 MW of capability, subsequently scaling up to 38 MW. Civo claims to have secured five further sites in Lancashire, Greater Manchester, London, and Oxfordshire, projecting that this will boost the total to 150 MW within three years.

In recent years, Civo has polled 1,000 UK IT leaders about AI sovereignty. Last year, 61 percent identified it as a strategic priority, which has since increased to 73 percent this year, indicating a definitive trend. This represents a tipping point for the company.

Civo is positioning its UK ownership to appeal to customers who are concerned about relying on US-controlled cloud providers. The US CLOUD Act exacerbates these concerns, as it permits American authorities to request data from US companies, regardless of whether it is stored in overseas datacenters. Recent research indicates that around 80 percent of UK businesses utilizing cloud services depend on AWS, Microsoft Azure, or Google Cloud.

Civo's chief executive, Mark Boost, emphasizes that data remains subject to foreign laws even if it is stored in a UK-built facility, as the company itself is owned and controlled from overseas. He highlights that sovereignty extends beyond where the data resides; it also concerns who holds it and to whom they are accountable, especially in these uncertain geopolitical times.

The notion of a "kill switch" is not purely theoretical; in June, a US export control directive prompted Anthropic to suspend access to two of its advanced models. Although the controls were later lifted, the incident demonstrated how rapidly access to a US-hosted AI service could be disrupted. Civo asserts that locating capacity closer to customers will decrease the delay between an AI request and its response.

Nvidia estimates that inference – executing a trained model – accounts for approximately 35 percent of AI workloads today and could grow to 60 to 65 percent by 2030. Civo asserts it will be among the earliest cloud providers in the UK to provide the Vera Rubin platform upon the opening of its Hertfordshire site. Early access pricing for Vera Rubin commences at $10 per hour.
