Signs of Crisis at Flock as It Offers Employees Buyouts to Quit and Get Off Payroll

Flock Safety, an AI-powered license plate scanning company, is offering a generous severance package to employees as backlash against its surveillance network intensifies. The company, which employs around 1,500 people, is facing fierce protests that have led many cities and police departments to cancel or decline extending their contracts with Flock, potentially threatening the company's revenue goals.

In response, Flock initiated a voluntary severance program on Friday, providing employees with several months of health care coverage and the opportunity to exercise stock options within two years of separation. Some employees reported receiving buyout offers in the tens of thousands of dollars. According to Flock, this is the "most generous" offer the company has ever made, aimed at providing employees with "greater agency."

The decision on applicants is expected on October 9, and those accepted are anticipated to leave by October 29. The controversy surrounding Flock's services has also led some employees to believe that the company might sell off parts or all of its business. An advocacy group found that at least 214 cities and counties have dropped their Flock contracts since 2021, with 90 of those cancellations occurring in 2026 alone.

The cancellations have created a vicious cycle, as the more municipalities that Flock's cameras go down, the less useful the company becomes to its remaining customers.
