Ohio’s stalled push toward legalizing online casinos now includes a proposal that would center physical venues in the digital gambling market. State Rep. Brian Stewart outlined this approach at a recent panel, suggesting that online casino promotions could only direct players toward existing physical casinos and racinos in the state.

The proposed legislation would limit online-casino licenses to the state’s existing racinos and casinos, which have already contributed millions to local economies and communities. Under this framework, online gaming would be linked to these established businesses instead of being treated as a separate entity.

Instead of traditional bonuses, promotions would be designed to drive foot traffic to physical casinos and racinos. This distinction aims to shift the focus of promotions from online incentives to supporting land-based gaming businesses.
