Government unveils new guidelines to improve regulation of non-profit organisations

The Ministry of Gender, Children and Social Protection (MoGCSP) has introduced new guidelines to bolster the regulation and support of Ghana's non-profit sector. This initiative was unveiled on September 18, 2026, during an event focused on fostering a more credible and sustainable non-profit organization (NPO) landscape. The MoGCSP's Non-Profit Organisations Secretariat spearheaded the launch, which gathered stakeholders from government bodies, NPOs, development partners, and other interested parties.

Minister for Gender, Children and Social Protection, Dr Agnes Naa Momo Lartey, emphasized the significance of NPOs in national development, highlighting their role in delivering crucial services and aiding underserved communities. In a statement read by the Ministry’s Chief Director, Dr Marian W. A. Kpakpah, she advocated for a regulatory framework that is tailored to the size, activities, and operational context of each NPO, ensuring that the burden on legitimate organizations remains minimal.

The event also underscored the need for enhanced collaboration, capacity building, and information sharing among government agencies, regulators, development partners, and NPOs. Practical guidance on topics such as NPO registration, compliance monitoring, supervision, post-registration services, and institutional collaboration was outlined in the newly issued documents.

Additionally, an overview of the Sectoral Terrorist Financing National Risk Assessment (TF-NRA) briefing and an update on the Non-Profit Organisations Bill, 2026, were presented.

To solidify the commitment to improved governance and regulatory oversight, representatives signed a Memorandum of Understanding (MoU) between the NPO Secretariat and key partners. This agreement aims to deepen collaboration and strengthen the overall framework supporting Ghana's non-profit sector.
