EU not to recognize Russian elections in occupied Ukrainian territories

On September 18-20, 2026, the European Union denounced the elections to the Russian State Duma in Ukraine's temporarily occupied territories, notably Crimea and Sevastopol, as well as certain regions of Donetsk, Luhansk, Zaporizhia, and Kherson. The EU declared that it would not acknowledge these elections or their outcomes, and warned that sanctions would be imposed on those involved in their organization. High Representative Kaja Kallas conveyed this stance on behalf of the EU.

Kallas emphasized that the elections constituted a clear violation of international law, particularly the UN Charter, and Ukraine's sovereignty, independence, and territorial integrity. The EU demanded that Russia respect Ukraine's internationally recognized borders and sovereignty. It also threatened sanctions against those organizing these "elections" in occupied Ukrainian territories and those obstructing free and fair elections in Russia.

The EU reaffirmed its steadfast support for Ukraine's independence, sovereignty, and territorial integrity, urging Russia to cease its illegal war of aggression against Ukraine, agree to a full, immediate, and unconditional ceasefire, and withdraw its troops and equipment from all Ukrainian territories.

The statement further highlighted the deteriorating democratic situation in Russia, noting the restrictive measures imposed by Russian authorities to suppress democratic opposition. The EU also criticized Russia for barring Yabloko party candidates from participating in the elections, further limiting voter choices. It expressed concern over Russia's decision to exclude OSCE observers from the elections, further demonstrating Russia's disregard for international commitments and the impartial assessment of the elections.
