'It tells you how to build a bomb': How terrorists are using AI to plan attacks

Artificial intelligence (AI) is being exploited by armed groups like Boko Haram and ISIL for planning attacks and troubleshooting during combat. The University of Cambridge conducted a study, interviewing 27 former members of Boko Haram's ISWAP and JAS factions, revealing that they commonly used AI chatbots from major tech companies such as OpenAI, Google, and Meta AI for technical and military advice before, during, and after attacks.

Some former members reported using AI to help build bombs, analyze unexploded ordnance, and even advise on operating new firearms. A separate study by Tech Against Terrorism found pro-ISIL supporters discussing bypassing AI safety controls on online technical forums, comparing it to removing speed limits to make the technology more useful.

Experts warn that AI capabilities are advancing faster than safety measures, and calls for stronger regulation are growing.
