Russia Hybrid Attacks Europe 2026: NATO False Flag Warning, Drone Incursions & Emergency Security Protocol

As of September 19, 2026, NATO member countries across the eastern flank are on heightened alert due to potential Russian hybrid operations. These include sabotage, cyberattacks, and false-flag operations aimed at critical infrastructure. Polish Prime Minister Donald Tusk warned that Russia intends to launch hybrid attacks using drones and missiles against NATO countries supporting Ukraine. These attacks would be designed to appear accidental and weaken NATO's resolve to respond.

Poland, France, Lithuania, Latvia, and other allies have issued coordinated warnings based on intelligence assessments. Lithuania, for example, has dispatched the military to secure critical infrastructure, such as liquefied natural gas and power plants. Latvia has increased security around various critical facilities. Lithuania's Defense Minister, Robertas Kaunas, acknowledged that Russia is planning foreign-flag operations against infrastructure in the Baltic states and Poland.

Russian hybrid warfare tactics have been documented, including the Leipzig Airport Attack on August 4, 2026, where a drone with an explosive device was discovered at Leipzig/Halle Airport. German authorities concluded that Russia was responsible for the attempted attack. Belgian Interior Minister Bernard Quintin labeled the incident a "full-blown Russian attack." Other drone incursions and airspace violations have been reported, including incidents in Lithuania, Poland, Romania, and Moldova.

Russia has been using a Kaliningrad facility to jam and spoof GPS signals of Ukrainian drones targeting the Baltic states and Finland. They have also been training submarines near the Svalbard archipelago to develop a weapon capable of disabling critical undersea cables without leaving traces. Cyberattacks and disinformation campaigns are also part of Russia's hybrid warfare strategy.
