Lawyer wants chief secretary to act against Negeri Sembilan secretary

In a dispute over the purported removal of Negeri Sembilan's ruler, the state secretary's office has declined to gazette a proclamation, citing the Attorney-General's Chambers (AGC) view that the document is invalid and unconstitutional. Tengku Nadzaruddin Tuanku Ja’afar's lawyer, Emirul Sarifudin Nor Azmi, has called on the Negeri Sembilan executive council to take disciplinary action against state secretary Zafir Ibrahim for refusing to gazette the proclamation.

Emirul contends that Zafir's actions constitute misconduct by improperly barring the purported new ruler, Tengku Nadzaruddin, from executing his constitutional powers. The state secretary's office had been instructed by the executive council to proceed with gazetting the proclamation "according to the relevant regulations," but they have refused to do so, stating that the Attorney-General's views are merely an opinion, not a binding order.

Emirul maintains that the executive council's decision is what ultimately binds the state secretary.
