Prime Minister Anwar Ibrahim emphasized the necessity for Negri Sembilan government to adhere to constitutional provisions and established procedures in addressing the dispute over the Yang di-Pertuan Besar's position. He clarified that removing a ruler is a significant matter and all actions concerning the monarchy must comply with the Constitution, which forms the basis of our nation.

The Prime Minister affirmed his respect for the legal principles related to the Yang di-Pertuan Besar and Adat, but stressed that rules must be strictly followed and proper procedures adhered to. He urged for the preservation of the Yang di-Pertuan Besar's position and prayed for his well-being, calling upon Malays to exemplify by respecting the Constitution and maintaining harmony.

The Prime Minister reiterated that proposals from the Undangs or others must be processed according to the rules, emphasizing that these rules apply not only to the ruler but also to the Undangs. This took place amid controversy over an April 19 proclamation allegedly removing Tuanku Muhriz Tuanku Munawir as Yang di-Pertuan Besar.

The state government claimed the proclamation and the appointment of Tuanku Nadzaruddin Tuanku Jaafar as the new ruler were valid under state law, while the DKU Negri Sembilan asserted Tuanku Muhriz as the lawful ruler and questioned the validity of the proclamation. The Attorney-General's Chambers ruled the proclamation invalid, citing non-compliance with Article 10 requirements of the state Constitution, particularly the lack of evidence for disqualifying grounds under Article 10(1).

The A-GC stated the Menteri Besar and state executive council lacked the unilateral power to remove or vacate the ruler's position, stressing that the validity of the proclamation must be determined through the constitutional and legal process under the Negri Sembilan Constitution.
