Ring Road 5 project to start in third quarter

The Ring Road 5 project is set to commence in the third quarter of 2027, as announced by the Ministry of Construction. This specialised agency is working alongside localities to finalize the National Assembly’s draft Resolution No. 38/2026/QH16, which pertains to the construction of the ring road. Once the resolution is passed, the responsible agency will collaborate with the Ministry of Finance to allocate investment funds and choose a consulting unit to oversee the project’s development.

The preparation process is anticipated to span around 4-6 months. If expedited, the project could begin earlier than initially planned. For the period from 2026 to 2030, the central government budget is expected to allocate around $2.3 billion for the development of approximately 116 km of the main expressway through Ninh Binh, Hung Yen, Haiphong, and Bac Ninh, which constitutes the eastern section of the road.

Additionally, around $2.4 billion will be allocated from the central government budget during the same timeframe to invest in this section. The government has prioritized the eastern section due to its high transportation demand, significant role in economic development, and potential to connect with the Cau Gie - Ninh Binh and Hanoi - Bac Giang expressways.

Upon completion, the eastern section is projected to establish an additional inter-regional transportation corridor, alleviate traffic pressure on routes leading to central Hanoi, and support traffic diversion from distant locations. The remaining portion of the route will undergo study and appropriate resources will be mobilized for phased implementation.

The entire project is slated for completion before 2035, necessitating approximately 4,011 hectares of land, including 1,776 hectares of rice-growing land. This land requirement also encompasses 210 hectares of forestry land and 2,025 hectares of other land. To meet the 2027 commencement timeline, land clearance must commence in parallel with investment procedures.

Approximately 50-70 percent of the land is expected to be cleared by the time of project commencement, with the remainder anticipated to be completed by the second quarter of 2028.
