NACOC seeks sustainable funding to expand substance use rehabilitation services

The Narcotics Control Commission (NACOC) is seeking sustainable funding to expand its substance use rehabilitation services. On September 16, 2026, NACOC held discussions with the West Africa Program to Combat AIDS and STI (WAPCAS Plus) and their donor partner, Open Society Foundations. The goal of these conversations was to explore sustainable funding options for the Substance Use Disorders (SUDs) and Rehabilitation Fund.

Judy Chang from Open Society Foundations led the delegation that met with NACOC management to discuss the Fund's implementation and harm reduction policies. The SUDs and Rehabilitation Fund aims to support individuals affected by substance use disorders across Ghana. NACOC's Director-General, Major General Maxwell Obuba Mantey, emphasized that securing sustainable funding would enhance the Commission's ability to provide treatment, rehabilitation, and support services, especially in underserved communities.

He further disclosed plans for a nationwide survey to gather data on emerging drug use trends, which would help NACOC develop more effective policies and interventions. Mantey also reaffirmed NACOC's commitment to public education on the dangers of substance abuse, particularly among schoolchildren, communities, and organized groups.

The Commission will continue to enforce Ghana's narcotics laws against illicit drug trafficking and related offenses, employing a comprehensive approach that combines prevention, treatment, rehabilitation, and harm reduction alongside firm law enforcement.
