MoEHE introduces individual development plans

Doha: The Ministry of Education and Higher Education (MoEHE), via its Training and Development Centre, convened a briefing workshop for senior MoEHE officials on the Civil Service and Government Development Bureau's new framework for individual development plans. The session aimed to enable senior officials to guide employees in creating robust professional development pathways, promote a culture of continuous learning, and broaden development opportunities and methods, ultimately boosting institutional performance and human capital in the government sector.

The workshop convened department directors, assistant directors, and section heads. It introduced the general framework for individual development plans for Qatari employees in the HR system, outlining the principles, objectives, and controls governing learning and professional development across government entities. Participants learned the methodology for crafting and overseeing individual development plans, starting with identifying development needs and competency gaps, establishing development objectives, and selecting suitable learning activities and methods, followed by executing plans and evaluating their impact.

The workshop also explored the role of individual development plans within annual training plans and discussed the regulations and procedures governing training and professional development. Central to the concept is shifting professional development from isolated training courses to an integrated development journey aligned with performance, competencies, and career progression, which is anticipated to enhance employee efficiency, address competency gaps, support professional growth, and bolster the organization's future readiness.

Delivered by Latifa Al Kuwari, Head of the Administrative Training Section at the Training and Development Centre, the session stressed that the framework marks a significant departure in professional development approaches by centering employees' actual needs and job requirements in the development process. Kuwari highlighted that the Training and Development Centre's role is to facilitate the effective implementation of this framework, transforming individual plans into varied learning and development opportunities that significantly impact employee performance and workplace contributions.

This workshop is part of the Ministry's endeavors to cultivate human capital, elevate workforce capabilities, and foster a culture of continuous professional development by activating the general framework for individual development plans and aligning development needs with competencies, job requirements, and institutional priorities.
