MCIT initiates consultation for Digital Inclusion Index

Doha, Qatar - The Ministry of Communications and Information Technology (MCIT) has launched a public consultation process to gather insights for the upcoming Qatar Digital Inclusion Index 2026. Across its digital platforms, MCIT has encouraged citizens and residents to share their feedback, aiming to transform raw data into actionable national policies that foster a fairer digital environment.

The initiative emphasizes the importance of direct public participation, with a bilingual survey available in both Arabic and English. Designed to be completed within 10 to 15 minutes, the survey focuses on measuring access to digital services, identifying areas for improvement, and enhancing the overall user experience, ensuring that technology remains accessible and secure for all segments of society.

Officials highlight that community input is crucial for accurately assessing how easily individuals navigate, access, and leverage modern digital services. By analyzing these insights, MCIT seeks to identify gaps in user experience, pinpoint technological strengths, and address existing challenges, directing support where it is most needed. The survey results will directly inform future legislation, translating public feedback into targeted national strategies, policies, and digital programs.

The Digital Inclusion Index rests on seven integrated pillars organized into three core tiers. The foundational tier addresses digital access, digital capabilities, financial capacity, and relevant policies and regulations. The enablers tier examines public attitudes toward technology and the perceived importance of digital services, while the outputs tier evaluates actual technology adoption and societal impact.

These pillars work together to create the foundation of the 2026 index report, serving as both a progress benchmark and strategic roadmap.

Digital inclusion, as defined by the ministry, means ensuring that every member of society can securely and effortlessly reach, utilize, and benefit from technology. The 2026 framework is currently underway, with officials reinforcing its role within Qatar's broader digital transformation roadmap.
