Kenya launches counter-terrorism hotline and online reporting portal

Kenya has introduced a counter-terrorism hotline and online reporting portal to boost community engagement in national security efforts and improve information exchange between citizens and security agencies. The system, developed by Kenya’s Counter Terrorism Bureau (CTB) with assistance from the United Kingdom and the United States, offers secure and confidential pathways for individuals to report suspicious activities and terrorism-related concerns.

The initiative aims to aid in the early detection and prevention of potential threats, including those from al-Shabaab and other violent extremist groups. Key components of the reporting system include a toll-free hotline, an anonymous online portal, and a case management system for handling reports. The hotline, accessible at 0800 900 900, is set to become fully operational on October 15, 2026.

Prime Cabinet Secretary Musalia Mudavadi urged Kenyans to utilize the platform responsibly, emphasizing its non-political, non-commercial nature. He highlighted the hotline as a vital link between citizens and security bodies, enhancing early threat detection, facilitating information sharing, and fostering trust between communities and specialized agencies like the Anti-Terrorism Police Unit (ATPU).

Mudavadi also cautioned about the evolving threat of cyber-terrorism, noting that six of the ten countries most affected by terrorism are in sub-Saharan Africa.

Acting Deputy Chief of Mission of the U.S. Embassy, Carla Benini, stressed that the platform provides Kenyans with a direct avenue to report potential attacks, breaking the silence often exploited by terrorist groups like al-Shabaab. The United States remains committed to collaborating with Kenya to bolster community-based security measures.

Deputy High Commissioner of the UK, Ed Barnett, expressed pride in supporting Kenya’s launch of this national capability, emphasizing the importance of international partnerships in enhancing public safety.

Mohamed Amin, Director of Criminal Investigations at the CTB, stressed the need for honest reporting without misinformation or personal biases. He emphasized the evolving nature of terrorism, particularly the role of social media in complicating threats, and called for continued vigilance and cooperation. The system, managed by the CTB, is a national security asset, ensuring national ownership, sustainability, and alignment with Kenya’s security priorities.
