Hong Kong’s Chief Executive takes to the airwaves to discuss his strategic vision for development under the city’s First Five-Year Plan

On September 18, Hong Kong's Chief Executive John Lee participated in a radio phone-in program to discuss the city's First Five-Year Plan for Economic and Social Development (2026-2030) along with his fifth Policy Address. The plan sets out five main objectives: improving the livelihood of all, achieving breakthroughs in economic development, enhancing global competitiveness and influence, accelerating the development of the Northern Metropolis, and better serving the country.

Mr Lee emphasized the importance of utilizing Hong Kong's international status to expand its global networks. The government has established offices in various countries, including Economic and Trade Offices, Invest Hong Kong, and the Hong Kong Trade Development Council. He expressed his commitment to strengthening these connections and noted that government officials frequently visit regions like ASEAN Member States, the Middle East, Central Asia, South Africa, and Kenya.

In terms of enhancing Hong Kong's influence overseas, Mr Lee highlighted the International Organization for Mediation (IOMed), which has its headquarters in Hong Kong due to the city's status as an international hub. He also mentioned plans to establish an international office under the global network of corruption prevention authorities, emphasizing Hong Kong's role as a responsible global participant and contributor.

The Northern Metropolis project, which covers about one-third of Hong Kong's geographical area, is a key focus of the First Five-Year Plan. Mr Lee highlighted that the NM offers opportunities for upgrading the city's infrastructure and diversifying industries, thus boosting long-term economic growth and improving people's livelihoods. He also noted that the NM is included in the Chinese government's 15th Five-Year Plan, making it a state-driven project.

Regarding artificial intelligence (AI), Mr Lee stressed the importance of leveraging AI's benefits while addressing its potential risks, such as those related to crime, fraud, sexual abuse, and negative impacts on younger people. He proposed the creation of a Commissioner for AI, responsible for setting policies, coordinating resources, identifying issues, and promoting best practices.

Mr Lee also emphasized the need to share Hong Kong's AI experiences with the world, as the city's unique combination of international connections and local innovation could offer valuable insights.
