HK to pilot foreign domestic carers with higher pay

The Hong Kong government is set to launch a pilot scheme for foreign domestic carers with advanced training, offering them higher pay than current helpers. This initiative, announced in the latest Policy Address, aims to address the aging population and increasing demand for more capable elderly care services. Speaking at a press conference, Secretary for Labour and Welfare Chris Sun cited the need for a choice in hiring - either opt for a regular foreign domestic helper or hire a foreign domestic carer with higher ability who can provide certified elderly care services.

Carers participating in the pilot program would receive certified training equivalent to that of a health worker in a residential care home. The minimum requirement for applicants would be a minimum of three years of experience in elderly care, establishing a clear certification framework. Sun reassured that current helpers wishing to become carers would need to return to their home countries for training and meet the qualifications before returning to work in Hong Kong.

The Labour Minister noted that discussions with source countries showed there are many young, capable individuals who may find the new role more attractive due to the professional title and higher pay. Foreign domestic carers would still be allowed to perform household duties like cooking. There would be no quota imposed for the pilot scheme.
