The Pakistani government has finalized a comprehensive set of reforms to streamline civil service processes, including recruitment, training, performance evaluations, promotions and compensation for federal civil servants. The reforms were discussed and agreed upon during a multiparty consultation led by Planning Minister Ahsan Iqbal. Of the 46 recommendations from two committees, 43 were accepted.
The revised recruitment system will utilize cluster-based examinations or separate exams for each occupational group. The competitive CSS examination will remain, but candidates will have the option to take it in either English or Urdu. The process will be fully digitized, with a reduced recruitment cycle of just six months. The passing threshold for CSS will be raised from 33% to 40% without negative marking.
GRE or SAT style questions may also be included to evaluate analytical and logical reasoning skills. Additional attempts will be provided to fill quota seats for Balochistan, Sindh, minorities and women.
To address specialized roles at Grade 20 and above, the government plans to create a National Executive Service. These positions will be filled through open or contract-based appointments, lasting five years, and judged against predetermined key performance indicators. Candidates from the private sector, academia, and government will be eligible.
A screening test by the Federal Public Service Commission will be followed by a competency-based assessment and interview. Officers in the National Executive Service may receive a Special Professional Pay Scale.
Senior positions will continue to be filled based on performance in training and service. Officers who are superseded twice may retire after 25 years of service with their entitled benefits. Training and evaluation procedures will undergo significant changes. Candidates for the Mid Career Management Course, Senior Management Course, and National Management Course will be selected through competitive examinations, with up to three attempts allowed.
After three failed attempts, early retirement may be an option. Training programs will be revised, reserving up to 50% of training time for domain-specific knowledge. Officers from Grade 17 to 20 may be required to complete two domain-specific short courses.
A National University of Public Administration will be established by merging existing National Institutes of Management and other training institutes. Performance evaluation reports will be revised to focus on outcomes, competencies, and integrity, with a proposed grading system. Scholarships will be offered for top university admissions to pursue executive leadership training abroad.
Ahsan Iqbal highlighted that the committees studied civil service systems in Australia, New Zealand, Malaysia, and the United Kingdom, drawing inspiration from Commonwealth traditions and parliamentary systems. The reforms aim to create more open, specialized, and merit-driven public administrations.
