Windfall levy on petrol, diesel and jet fuel lowered

The Finance Ministry in India has reduced the windfall gains tax on the export of petrol, diesel, and aviation turbine fuel (ATF) for the fortnight beginning September 16, according to a notification. The special additional excise duty (SAED) and road and infrastructure cess on the export of diesel will now be ₹20 per litre, down from ₹25 per litre.

SAED on the export of ATF is set at ₹15 per litre, as opposed to ₹19 per litre previously. The duty on petrol exports has been lowered to ₹0.5 per litre from ₹1.5 per litre. These export levies were introduced on March 27, 2026, to ensure domestic availability of petroleum products by discouraging exports amid the West Asia crises.

The rates are reviewed on a fortnightly basis and are based on the average international prices of crude oil, petrol, diesel, and ATF during the period since the last review. The existing excise duty rates on petrol and diesel for domestic consumption remain unchanged.
