US House Passes Sanctions Bill To Impose 100% Tariffs On Russian Energy Buyers Including India

On September 16, the US House of Representatives approved a Russia sanctions bill that could empower President Donald Trump to impose tariffs up to 100% on imports from countries buying Russian crude oil and natural gas. The legislation, passed with a 262-159 vote, fulfilled the final congressional requirement after undergoing amendments in the Senate, where it received an 86-11 approval.

The bill, named the Lindsey O. Graham Sanctioning Russia and Iran Act of 2026, aims to exert economic pressure on Russia and Iran by targeting government officials, financial institutions, energy companies, and other entities. Known as the Graham Act, it also restricts new US investments in Russia, limits the purchase of Russian sovereign debt, and extends the Iran Sanctions Act until 2031.

While the bill targets Russia and Iran, India could be affected if the US president decides to increase duties on goods from countries purchasing Russian energy. However, India is not automatically subjected to a 100% tariff; a separate decision from the US president would be required after considering the authority provided by the law.
