US House Of Representatives Passes “Graham Bill” On Sanctions Against Russia

The US House of Representatives unanimously approved the "Graham Bill" on September 16, imposing punitive tariffs on countries that purchase Russian energy resources. The legislation, which now awaits President Donald Trump's signature, is a bipartisan effort co-authored by Senators Lindsey Graham and Richard Blumenthal. The bill imposes tariffs on the five largest countries importing Russian energy, as well as those aiding Russia in evading sanctions.

Despite the bill being beneficial for Ukraine, it faced criticism due to the expansive powers granted to President Trump regarding tariff decisions. The bill passed with 262 votes in favor, including 203 Republicans, 58 Democrats, and one independent. It was the first bipartisan document supporting Ukraine since April 2024, when an aid package was approved.

The US Senate had already given its approval on August 7, with 86 votes in favor. This marks a significant development as the bill had previously faced growing resistance in the US House and might have been blocked until the upcoming November congressional elections.
