Doha, Qatar - Qatar's legislative system is poised for substantial qualitative changes in the near future, according to the Minister of Justice and Minister of State for Cabinet Affairs, HE Ibrahim bin Ali Al Mohannadi.
Speaking at a panel discussion hosted by the Community College of Qatar, Al Mohannadi outlined a shift from a need-based legislative approach to one that prioritizes assessing the impact of legislation. This new methodology will involve two key phases: ex-ante (preliminary) impact assessments and ex-post (retrospective) impact assessments.
These assessments aim to determine how well legislation and administrative decisions achieve their intended objectives and identify the most suitable tools and methods for delivering services. Al Mohannadi also highlighted the importance of digital transformation and artificial intelligence in enhancing services, but emphasized that technology is merely a means to an end.
He stressed the need to humanize the law and procedures, maintaining a human filter for technology-generated outputs. The Minister also discussed mechanisms for increasing transparency and community engagement, including the expanded use of the 'Sharek' platform for gauging public opinion on policies, drafting laws, and existing legislation.
The Ministry of Justice is also developing the Qatari legal portal, Al-Mizan, to make legal information more accessible to all members of society.
