ICRC defends toll pricing on highways

The Infrastructure Concession Regulatory Commission defends the toll pricing system implemented under the Highway Development and Management Initiative, asserting that toll rates are determined by the quality and benefits of the upgraded highways. Dr. Jobson Ewalefoh, the Directorate-General, cited the 227-kilometre Akwanga–Makurdi road corridor in a statement provided to PUNCH Online.

He explained that the road features four toll gates, with motorists required to pay as they travel along the route. Ewalefoh argued that toll payments should be measured against the previous expenses associated with the poor condition of the road, including lost man-hours, vehicle damage, and accident risks. He also noted that feedback from road users indicates many motorists are willing to pay tolls if they perceive significant improvements in road quality.

The Director-General further emphasized that drivers have expressed support for similar arrangements on other major highways if the roads are upgraded to the same standard, highlighting the appeal of a well-structured Public-Private Partnership (PPP). Ewalefoh stated that negotiators carefully evaluate toll pricing to ensure fairness.

A portion of the revenue is designated for road maintenance, with the government obligated to repair potholes within 48 hours and fund major routine repairs using the dedicated toll revenue.
