China imposes travel curbs to protect ‘national security’ amid superpower tech race

China has implemented extensive travel restrictions on its citizens, particularly targeting those deemed to jeopardize the nation's "industrial or technological security". The State Council announced that individuals breaching technology import and export regulations may face bans on leaving China. Furthermore, those involved in unlawful activities abroad could be prohibited from departing the country for six months to three years from their return.

The move comes as the U.S. and China engage in a fierce technological competition, with each accusing the other of stealing locally developed artificial intelligence model capabilities. The regulations, introduced in July but enforced starting Tuesday, were crafted to "protect national sovereignty, security, and development interests," according to the State Council.

Experts caution that the travel rules grant Beijing broad authority. Chong Ja Ian from the National University of Singapore notes that security and criminal activities can be loosely defined and easily altered, leaving the global community uncertain about the extent of their application until actual cases arise. The recent case of US citizen Min Zin, who was detained by Chinese authorities in Yunnan province on June 3, exemplifies the vague nature of the restrictions.

The U.S. government claims Min Zin was arrested improperly while suspected of violating Chinese law; Beijing denies these allegations. The travel curbs send a clear message, according to Dylan Loh, an associate professor at Singapore's Nanyang Technological University, that China will enforce measures to thwart security breaches or national interests.
