Carney to address European Parliament on EU ties

Canadian Prime Minister Mark Carney is set to address the European Parliament in Strasbourg to outline his vision for a closer relationship between Canada and the European Union. President of the European Commission Ursula von der Leyen recently hinted that Canada could become an associate member of the EU during her State of the Union speech.

However, US President Donald Trump has threatened to hinder trade with the European Union if Canada were to pursue associate membership. Trump warned that he would impose heavy tariffs or cease trade entirely if he perceived the offer as a hostile act.

Canada and the EU have been gradually strengthening their ties, largely due to the trade disputes and hostility experienced under the Trump administration. Prime Minister Carney has emphasized the importance of middle powers forging closer partnerships in a world dominated by influential nations such as Russia, China, and the United States.

The European Union is particularly interested in maintaining a strong connection with Canada, as it possesses vast reserves of critical raw materials, is a dependable member of the transatlantic alliance, and has demonstrated unwavering support for Ukraine since the Russian invasion in 2022.

The European Commission has identified potential areas of collaboration with Canada, including cybersecurity, quantum computing, and energy. However, the idea of associate membership has caught member states off guard, as there is no precedent for such a partnership under the Lisbon Treaty. The two sides are currently bound by the Comprehensive Economic and Trade Agreement (CETA), which has yet to be ratified by 10 member states, including Ireland.

European capitals will await Prime Minister Carney's speech to learn how he envisions this new alliance evolving and the potential trade-offs involved.
