Zelensky Signs Law Targeting Scam Call Centers

President Volodymyr Zelensky signed a law on Wednesday that introduces criminal liability for the organizers and participants of scam call centers in Ukraine. The Verkhovna Rada, Ukraine’s parliament, had previously approved the legislation, which includes harsher penalties for electronic fraud. Zelensky emphasized the importance of passing laws that align with Ukraine's commitments to international partners, particularly as the country grapples with a state-budget deficit and seeks resilience during the ongoing Russian invasion.

The new law, Decision No. 10190, specifically targets organized groups of at least three people who use electronic communications to obtain property or property rights through deception. Offenders could face prison terms ranging from seven to 12 years, with property confiscation if convicted. Participants who knowingly join such groups may receive sentences of five to 10 years, with the possibility of asset confiscation.

Recruitment into these networks could result in three to five years, rising to five to 10 years for repeat offenses. The law comes amid Ukraine's broader efforts to combat corruption and enhance its criminal law in pursuit of EU accession.
