US House passes Russia sanctions bill; path cleared further for 100% tariffs on India

The US House of Representatives passed a sweeping Russia sanctions bill on Wednesday, granting President Donald Trump the power to impose up to 100% tariffs on major importers of Russian oil and gas, including India. The Lindsey O Graham Sanctioning Russia and Iran Act of 2026 received 262 votes in favor and 159 against, with the expectation that Trump will sign it into law.

The legislation targets Russian officials, banks, and the country's energy trade, and aims to pressure countries that continue to support Russia's energy revenues. India and China are among the largest buyers of Russian crude, leading to the tariff provision to put pressure on these nations. The bill expands sanctions against Russian officials and financial institutions, targeting vessels in Russia's shadow fleet, and includes an exception for countries importing less than 15% of Russia's natural gas. The act also extends existing sanctions on Iran for five years.
