Ukraine govt approves 2027 budget draft: revenue up 8.7%, spending up 13.5%

Ukraine's Cabinet of Ministers has approved a draft law on the 2027 state budget, with expected revenues of UAH 5.65 trillion, an 8.7% increase compared to the 2026 plan. Total expenditures for 2027 are projected at UAH 7.27 trillion, a 13.5% rise from the current year's figure. The budget prioritizes the security and defense sector, allocating nearly UAH 4.89 trillion (43.8% of GDP) to it, which is 517.9 billion more than in 2026.

This includes UAH 1.79 trillion for payroll and related charges, and almost UAH 2.3 trillion for weapons and military equipment. The draft also allocates substantial funds to other sectors, such as education, healthcare, and veterans' policy, with education spending increasing by UAH 58.8 billion to UAH 328.5 billion, and healthcare receiving UAH 292.5 billion.

Additionally, social payments and measures, including pension supplements, disability support, and children's benefits, are budgeted at UAH 540.3 billion, a 72.6 billion increase from 2026. The budget also includes UAH 96 billion for supporting the economy and business, with the eOselia program and Affordable Loans 5-7-9% program receiving increased funding. Local budgets in 2027 are expected to total UAH 1 trillion 34.5 billion, an 8.9% rise from 2026.
